The design is divided into four individual building blocks, which are oriented to the edge of the block and are composed into an exciting whole through their joining in the interior of the block. The result is a building that, on the one hand, carefully blends into the urban layout and, on the other hand, is appropriately self-confident in accordance with its public use.

The joining of the individual building volumes, which are developed from the basic module of the 19 working groups, opens up a variety of communication options in the interior as well as a spacious yet differentiated consulting area on the ground floor and first floor. The open impression of the room spatially underlines the image of a transparent and citizen-oriented administration.
